If I was at my computer I'd dig into the mod pack as well as what files were replaced and which ones were added to possibly give you an easier solution to fixing this issue. Log in to view your list of favourite games. Then reinstall it and go through the modding process again leaving out the special effects mod. The only two mods that come to mind that may cause the screen to darken as you described are either the FOV mod which does contain bugs but I think it may actually be the Nueral Upscale Special Effects Annex 1.0 mod causing your issue.
